Cookie consent apps solve a specific compliance task on Shopify: showing shoppers a banner that lets them accept, reject, or granularly opt into the cookies your store drops before analytics, ads, and third-party scripts start firing. What the good ones add on top of the banner is the plumbing that ties consent state back to Google Consent Mode v2, GA4, and your ad pixels, so campaigns keep receiving signal where users opt in and stop where they don't. The weaker ones just show a banner and hope nobody looks under the hood.
The stores that need a proper CMP first are those running Google Ads, Meta ads, or GA4 with real audiences, especially with traffic from the EEA, UK, Switzerland, or California. Without a certified CMP, Google Ads dashboards fall back to modelled data and campaigns lose optimisation quality; without a rejection log, the same setup fails an audit under GDPR or the CPRA. On smaller domestic stores the tolerance is higher, but the reader landing here is usually solving a signal-loss or audit problem, not a first-time setup.
Match the app to your ad stack, not the banner design. The visual banner is easy to swap; what matters is whether the app emits Consent Mode v2 signals for Google Ads and GA4, and a matching Meta pixel gate. Merchants who install for cosmetic reasons and forget the plumbing report ad performance drops that a "compliant" banner alone doesn't cause.
Prefer certified CMPs when Google Ads is meaningful revenue. Google publishes a list of Consent Mode v2 certified CMPs; picking off that list resolves most attribution and audit risk in one step. Non-certified apps can be fine for stores that don't run paid, but they're a false economy the moment paid budget starts to matter.
Weigh auto-scan against manual categorisation. The stronger apps crawl your store and categorise every third-party script, so consent decisions actually apply. The simpler ones display a banner and store the flag but never enforce it against your scripts. If your tech stack has grown app by app, the auto-scan pass is almost always where the value sits.
Watch pricing scale with traffic and regions. Freemium plans usually cap at low pageview volume or a single region. A store with meaningful European traffic can outgrow the free tier fast and land on a paid plan that reprices the decision entirely. Check the ceiling of the paid tier, not just the entry price.
